About 677,000 refugees have fled the conflict in Ukraine for safety in neighboring countries since the beginning of the war, according to the United Nations on Tuesday.
About a million people have been internally displaced, the United Nations added.
The Ukrainian Foreign Minister earlier said there are no restrictions on foreign citizens leaving Ukraine, and that the border force had been told to permit all foreign citizens to leave
